I thought the error was from my side(either OS or hardware), not the quartus program. So i tested in Virtual Machine in Windows Hyper-V and it works properly so the problem was in my OS and i just reinstall my windows.

I am not able to find a similar internal error in the database. What trigger the error message in the first place? Are you running a Quartus project at that time? I will need more information on how to duplicate the error as without the error duplication from our side, it would be hard to find a workaround/solution. This will requires the engineering team to investigate on this and please keep in mind that any work involving our engineering team may take some time, ranging from a few days to a few weeks, depending on the complexity of the issue.
