Hi, Intel creates the FPGA and some development boards for you to validate your design on it. You are free to create your own board or uses a third party's board. I am not sure if there is a certain board available online that have FPGA and ST32 processor, but there are many I believe.

Hi, It is a long story. The NIOS is a soft-coded processor which you can flexibly create a system having the required components on your FPGA, you may use more than one NIOS processor in the same FPGA and connected or not connected together (up to you). you have the flexibility and connectivity to FPGA if you want to use a custome circuit on the FPGA top level design.
