If the board has a standard 10-pin JTAG or active serial programming connector, the memory can be readout with Quartus standalone programming software and USB-Blaster or compatible programming adapter. Need to determine which memory device holds the configuration and how it can be interfaced with programmer, also if Cyclone 2 is accessible by JTAG. E.g. EPCS serial flash can be read-out through JTAG.
