This error occurs in the Fitter (Finalize) stage. Resolution To work around this problem, change the signal assignment to another pin outside the 2K bank. Starting with Intel® Quartus® Prime Pro Edition Software v23.1, this internal error will appear as an error message, letting the user know to change the pin location.
