Is there any version of Quartus ii web edition available to program Stratix devices or any other way to program this device? QuartusII 13.0sp1 Subscription edition supports that part, available here: https://www.intel.com/content/www/us/en/software-kit/711920/intel-quartus-ii-subscription-edition-design-software-version-13-0sp1-for-windows.html But you will need to get a license to run it.
