The problem may occur after changing the current working directory by opening a design file located in a different folder to where the .qsys file is located. Resolution To avoid this error, launch Qsys from the Tools menu and then open up the specific .qsys system from within Qsys (File > Open). This problem is scheduled to be fixed in a future release of the Quartus II software.
