Resolution To work around this problem, use an input JTAG Indirect Configuration File (.jic) when generating the Jam™ Standard Test and Programming Language (STAPL) Format File (.jam) for erase Active Serial Flash operations. This internal error was fixed in version 20.1 of the Quartus® Prime Pro Edition Software.
