The error is caused during the fitter stage when “ Use output phase alignment blocks ” is enabled and “ Use dynamic configuration scan chains ” is disabled . Resolution The " Use output phase alignment blocks " option requires the " Use dynamic configuration scan chains " option to be selected as well. When you enable the two options at the same time, the fitter error should disappear.
