The old example page only says the design scales video; it does not show coefficient-generation logic. For whether VVP Scaler supports runtime coefficient updates: Yes — the user guide says that if runtime coefficient updates are enabled, you can write coefficient values to the coefficient memory via the Avalon-MM interface.
