Anyway, the main confusion on my side was, that I tried to run Intel Questa FPGA Starter Edition with only the license for intelqsim available . Starting Intel Questa FPGA Edition , that ships with Prime Standard, runs with the intelqsim license feature. The license feature for the Intel Questa FPGA Starter Edition is called intelqsimstarter.
