Parallel synthesis is broken. Quartus lacks regressions tests, so advising to use a more recent version isn't appropriate to solve any issues unless listed in the release notes as solved. Could you help to share your design .qar file (Project > Achieve Project, to generate .qar file) that could duplicate this error? We will need to duplicate the error as without the error duplication from our side, it would be hard to find a workaround/solution.
