The Custom PHY and Low Latency PHY MegaWizards ™ , allow you to select Tx PLL dynamic reconfiguration but this feature is not supported in Quartus II software version 11.1 Resolution Please update your Quartus II software to version 11.1sp1 or later for Stratix V GX designs implementing PLL Reconfiguration.
