The problem occurs if the SignalTap™ II Logic Analyzer is used in the static portion of the design and the static region placement is being preserved using a top level persona file. Resolution To avoid this error, remove the SignalTap II Logic Analyzer from the static portion of the design. This problem is scheduled to be fixed in a future release of the Quartus II software.
