For that we would like to have Intel's Public Key. I have found the public key and successfully generated the encrypted file, but I cannot decrypt it successfully in Quartus. In Quartus Pro 19.3 onwards the Intel public key is shipped as part of the Quartus install in ../common/misc/public_keys directory. You may find public key there.
