Resolution To workaround this problem, download the Intel ® Stratix ® 10 device support (stratix10-19.2.0.57.qdz) package for the Intel® Quartus® Prime Pro Edition Software v19.2 from the Download Center for FPGAs. To add the Intel Stratix 10 device support package to the Intel Quartus Prime Software, click on: Tools > Install Devices .
