The problem is due to incorrect formatting in Intel® Quartus® Prime Software when converting the programming file to JBC or JAM file. Resolution As a workaround, check the option "Enable real-time ISP to allow background programming when available", which is located below the "Hardware Setup" button in the Programmer tool.
